Speaking as someone who has never been able to get sufficient air through the nasal passages [1] and breathes partly through my mouth, I am always jolted when I hear the phrase used about someone whose politics are radically different from my own yet also used to describe me. Nasal passages swollen to being almost shut is my natural state.
I know I'm not the only person who uses my mouth to breathe -- in fact, I suspect all of you do at times -- and the phrase is Bad Rhetoric.
[1] Though there are prescriptions, they also tend to cause scary nose bleeds. The alternative would be elective surgery, which wasn't entirely successful for my father, who has similarly weird nasal passages.
